CCSS aims to insure more domestic workers

The Caja Costarricense del Seguro Social (CCSS) aims to insure more domestic workers.

It is the Propuesta Integral para la Extensión de la Cobertura Contributiva para las Trabajadoras Domésticas Remuneradas (Comprehensive Proposal for the Extension of the Contributory Coverage for Paid Domestic Workers). The proposal was presented to the CCSS board.

The approach includes designing a new method that adjusts the economic cost of insurance for those part-time workers.

The institutional decision was adopted because a low percentage of domestic workers are properly insured. Many are helpless when they reach retirement age because they did not make enough contributions to receive a retirement pension.

In the country, there are about 170,575 domestic workers but only 14% of them are properly insured. 40% out of this group is in charge of a family and 90% out of them are women.

Profile of these workers:

-Three out of four of the domestic workers live in the central region.
-they have several employers.
-Their average salary is three times lower than the private sector.
-70% of them are employed in part-time jobs.
