Costa Rican post-paid users may pay for per data download

If a public consultation carried out by the Superintendence of Telecommunications (SUTEL) is approved, post-paid mobile customers will have to pay for the per data download.

The initiative states that international telephone markets, internet connection, international roaming and telecommunications traffic are able to do so. In addition, mobile telephony would not have a post-paid rate regulation.

The regulation of the quality of service will continue being SUTEL’s responsability. As for the pre-paid mobile phone market, this would continue being regulated.

As explained by Juan Manuel Campos, president of Ciber Regulación, with this proposal, SUTEL determines that there is effective competition and it is declaring free supply and demand. As consequence, operators will not have limitations to compete and offer pricing options and services according to their benefits.

Since the opening of the telephony market, prices have been regulated. However if this proposal is approved, operators can establish the mechanisms and conditions of services and the price for each of them.

The technical document was submitted on October 7th and it will be in consultation for 10 working days after its publication in La Gaceta.
