ECLAC: Redundant Institutions are atrophying Infrastructure Development

The existence of the Ministry of Public Works and Transport (MOPT), the National Highway Council (CONAVI) and the municipalities, is saturating the solution of a single problem: the atrophied road infrastructure that afflicts Costa Rica.

Through a report, the Economic Commission for Latin America and the Caribbean (ECLAC) noted the counterproductive deconcentration in decision-making to solve a problem that is affecting the whole country.

According to ECLAC, this is causing redundancies of responsibility and existence of agencies with non-specialized capacities in the transport sector.

The strengthening of the figure of the minister as the director of transport and infrastructure is among the proposals recommended by the commission.

At the same time, they advise that his role has to be reinforced through legal changes in order to place him as the leading voice in front of councils, executing units, municipalities and inspection entities.
