Libertarian legislators propose closing IFAM

Otto Guevara, Natalia Díaz and José Alberto Alfaro, from the Libertarian Movement, presented a bill to close the Institute for Municipal Development and Advice (IFAM).

The initiative seeks to strengthen the decentralization of the State, attaining municipal autonomy and reducing fiscal deficit.

Some of the arguments by the libertarians are:

– The institution has not had the expected strategic impact on the development of the municipal regime.
– The cost is higher than the benefit.
– It is an intermediary between the Central Government and the municipalities, which removes the autonomy of the municipalities.
– Cantonal governments can access the services provided by IFAM independently. They can turn directly to financial, academic and technical organizations, whether national and foreign.

Otto Guevara added that training needs can be filled through public or private universities or international cooperation agencies.
