The ambitious Costa Rican agenda related to public policies against climate change and environmental conservation should use fiscal measures, as recommended by the Organization for Economic Co-operation and Development (OECD).
Bert Brys, an economist with the agency, stressed that Costa Rica has an outstanding performance in the generation of clean electric energy, but climatic factors impose challenges.
He also indicated that the transport sector is the main pollutant of the country and brings other adverse consequences such as road congestion.
In his view, fiscal instruments could be used to fight the negative effects of road pollution and at the same time strengthen the benefits of clean electricity generation.
The possession and purchase of vehicles has taxes of various types but these are not adapted to promote the purchase of less polluting vehicles,”
said the man.
As an example, he pointed out that diesel pollutes more than gasoline, so a measure could be to increase diesel, so that it promotes a change in the demand for it. He also suggested taxing the use of coal and natural gas.
