Under oath, President is held accountable for #cementazo

President Luis Guillermo Solís sworn under oath to be accountable to the legislators who investigate if there was influence peddling in the granting of a $30 million loan from the Bank of Costa Rica (BCR) to the Chinese cement importer, Juan Carlos Bolaños.

Before Solís’ intervention, the Department of Technical Services of the Congress reiterated that there is no legal obstacle for the president to be held accountable before legislators.

Víctor Granados, from that unit, explained that article 112 of the Legislative Regulation indicates that the President of a commission can take oath to whom they so deem necessary.

Commissions investigate facts and not people. This has been developed by the Constitutional Chamber. (…) People who are held accountable before a commission do so as witnesses,”

explained Granados, referring to the fact that neither Solís nor any of those who will be held accountable are been charged, suspected or anything close to a judicial process.

President Solís added that he wished the commission to carry out this process formally. The president mentioned that he “authorized” and accepted this process.
