Police authorities were patrolling the beach that connects Salsipuedes and Piedra Chancha, south of the country, when they discovered 11 packages of apparent drug and arrested two Colombians.
The police report said that the incident occurred at dawn on Monday.
The officers saw two men approaching the packages and ask them to stop. The foreigners then tried to flee but were immediately apprehended.
The suspects were identified with the surnames Dario and Castro.
