3 legislators want to fine people who refuse to move their vehicles in car accidents

Legislators Antonio Álvarez and Michael Arce, from Partido de Liberación Nacional (PLN) and Otto Guevara, from Partido Libertario, are proposing a bill that aims to punish drivers who refuse to move their vehicles in crashes where there are only material losses. The fine would be 280,000 colones.

The initiative reaffirms Article 168 of the Law on Public Roads and Traffic and Road Safety, which establishes that when there is a traffic accident in which there are only material damages, parties may agree to repair losses. It also offers the possibility to provide photographs, videos or any technological tool that gives further information. In addition, they are able to bring witnesses and move vehicles to the roadside.

However, it introduces a change: If neither party accepts responsibility for the facts, the presence of a traffic inspector may be requested. He or she will conduct the necessary investigation and provide the wanted details.”

If there is any victim or injured person, this law won’t be enforced.

According to Arce, they aim to reduce traffic jams.
