Destruction was Otto’s greatest consequence

An overflight allowed to confirm the devastation left by hurricane Otto as it hit Upala.

Upala, along with Los Chiles and Bagaces, were some of the communities most affected by the phenomenon. Waterlogged lands, destroyed houses, destroyed roads and death were the result of Otto.

To date, 5,363 people remain in 42 shelters set up by the National Emergency Commission (CNE) after the passage of Hurricane Otto the country.
