Fully occupied vehicles exempt from restriction

Fully occupied vehicles are exempt from the restriction at peak hours.

According to executive order, fully occupied vehicles are exempt from circulation restrictions in San Jose, during peak hours. For example a normal passenger vehicle that transports five people must have at least four people. The order overrides license plate restrictions. Peak hours are defined as from 6 am and 8 am, and between 4:30 pm and 7 pm.
