The inspection of the areas affected by Hurricane Otto gave two parameters to president Luis Guillermo Solís to start the reconstruction process.
The first is the fact that completing that project will take longer than what is left of his term.
We are going to establish a tracking mechanism so that what we are planning is fulfilled. In how much time? In what I have left as a President, which is one year and four months and then the next government must continue,”
said Solís.
This is because many of the infrastructure needs of the cantons will lengthen the time of attention.
The second parameter is that the Central Government must accompany and supervise the work being done in communities, they will oversee the work in municipalities.
Solís emphasized that in Upala, Bagaces, La Cruz, Golfito, Corredores there are some local governments more qualified than others, but even the latter can do the job alone.
Next week we will announce how the Government will accompany this process. It will be a very light structure. It is not a matter of spending more money, creating new institutions or generating consulting services,”
said the President.
Another point clarified by Solís is that the National Emergency Commission will continue its normal responsibilities, but under the guidelines given from the Presidential House.
The President asked all institutions to have the emergency plan to be implemented ready by January 15th.
