Trusts law was approved to streamline public works

Legislators approved the project “Law that Authorizes the Development of Transport Infrastructure by Trust” on the second reading. They aim to expedite the development of public works.

The new legislation authorizes the Ministry of Public Works and Transport (MOPT) and the National Council of Roads (CONAVI) to use trusts, as it was done with the project to build the road to San Ramón.

I am very pleased that this project will be voted affirmatively, as we will achieve great progress in competitiveness, production, employment and… a kind of synergy that will energize the economy and positively impact poverty,”

said Legislator Humberto Vargas , who promoted this initiative.

With this mechanism, future income streams and commercial space leases may be used as collateral for financing. Resources would be taken from public or private entities, nationally and internationally.

One of the mechanisms that generates greater agility is that the National Environmental Technical Secretariat, the Ministry of Environment and the National System of Conservation Areas are forced to give priority to this request for environmental feasibility permits.
