CONAVI replacement would be responsible for infrastructure and road safety

The forum on The Need for Reforms in the Road Transport was held in the Legislative Assembly, where the importance of the bill to close the National Highway Council (CONAVI) was explained.

The activity was held in the Hall of former presidents and was attended by Mauricio González, Deputy Minister for Reforms and Projects of the Ministry of Public Works; Luis Guillermo Loria, Director of LANAMME; Olman Vargas, Executive Director of the Association of Engineers and Architects and Ricardo Castro, Director of the Costa Rican Chamber of Construction.

The bill that replaces CONAVI, also defines the capabilities, tools and authority of the MOPT on the institutions related to the implementation of transport and infrastructure and establishes the fundamental management principles of road infrastructure.

As a way to promote transparency, public orality is introduced into the recursive processes, as an instrument of clarity in the public about road works in the country.

According to Mauricio González,

this project is essential to improve the functioning of the transport sector because it offers a substantially more flexible institute, more able to make investments needed by the country on road infrastructure.”

We are proposing a complete revamping of the National Council of Highway Administration, it will be transformed into a completely new institution, which goes far beyond a name change. It is a legal concept of labor regime, a reform of the procurement regime, a modification of its authority in the technical and management aspects of road issues,”

added González.
