Private security firms may momentarily detain people at public events

Private security officers are normally prohibited from detaining, or apprehending people at public events. However, they can momentarily detain a suspect, if caught in the act of committing a crime. Private officials may also detain those who assault them personally. These comments quote the law that regulates Private Security Services (Title III and Chapter I of Prohibitions and Penalties) and were made by Deputy Minister for Public Security Celso Gamboa.

Powers of private security are at issue, because they are the first to deal with problems at the national stadium. Police were critical of their response at a recent event that turned into a public disturbance. According to Gamboa, training and education needs to be better for private security.
