Marriage equality and in vitro fertilization are debts of the State

According to a UN group on policy development, in vitro fertilization and same sex marriage are areas will Costa Rica will need new legislation. At present, legislators are confronted by a ruling from the Inter-American Court of Human Rights that requires Costa Rica to open the way for in vitro fertilization. The issue of same sex marriage is more controversial, and is being discussed in the current presidential debate. Although the UN offered no formal advice on abortion, experts point out that Costa Rica should develop more policy to deal with the problem of teenage pregnancies, and set goals for 2015.
