Government presents public employment project with “global salary”

The Government presented the bill on Public Employment to implement the global salary for future officials.

Pilar Garrido, Minister of Planning, indicated that it is a highly competitive salary. Therefore, it increases the salary bases and with this, they seek to attract and keep the staff. The hierarchy recalled that there is already legislation where the same salary is established for equal work, which is why they must respect these decisions.

Regarding the school salary, it is maintained for both existing and future employees, as they are not repealing the Executive Decree that created it.

The global salary should be used in all public institutions with the exception of non-state public entities.

Similarly, through this initiative, the general regime of public employment will be divided into the following sub-regimes:

a) Public Servants in general: Includes public servants under the scope of application of Title I and Title IV of the Civil Service Statute as well as public servants who work in the institutions indicated in Article 2 of the present law that are not included in the remaining Public Employment Sub-regimes.
b) People serving in Health Sciences.
c) Police Servants.
d) Servants of the Public Education System, who are under the scope of application of Title I and Title II of the Civil Service Statute.
e) People serving in Public Universities.
f) Servant People with dependence on the Judiciary.
g) Servants of Trust.
h) Servants of the Foreign Service.

According to Garrido, in order to reach this bill, they met with trade union organizations, the Ministry of Labor and Social Security, the Treasury, the Civil Service and other institutions such as the OECD.

On the recruitment of personnel, the hierarchy indicated that they seek to guarantee transparency through open competitions, where the merits and suitability for the position will prevail.

In the press conference, they also presented 2 bills related to the strengthening of “Crecemos” as well as the transformation of the Costa Rican Petroleum Refinery (Recope) which also intends to change its name, granting it the faculty to do research on clean fuels.
