Couples waiting for IVF couples ask for hearing with CCSS President

The families that are waiting for In Vitro Fertilization (IVF) procedures requested a hearing to the Executive President of the Costa Rican Social Security Fund (CCSS), Fernando Llorca, due to the delay on the implementation of this reproduction technique in the country.

Hubert May, a lawyer representing the couples, commented that the country signed an agreement to stop a second international trial on the issue. There, the commitment was established, which was approved by means of a judgment of the Inter-American Court of Human Rights (IACHR), and as of September 11th, 2017, the CCSS should already be providing the service.

Part of this issue has been discussed in a series of administrative contentious trials that families and infertile marriages have instituted in ordinary proceedings against the CCSS and the State. Several sentences have already been issued. A recent one, orders the CCSS to provide the service to a particular couple, even taking into account that the woman is already 39 years old and is already in the limits of the biological window,”

He criticized that private health agencies can implement the technique (in the country there are two clinics that already offer it), and that public health centers don’t. For May, the institution is able to implement it gradually, even if the building is not available,

they talk about buying buildings and things like that, but that is not necessary for the technique itself. And to get it up and running gradually can be done quickly on at least some levels,”
