Has the vehicular restriction worked?

In 2008, during Oscar Arias’ the second term, the town of San José implemented vehicular restriction, aiming to reduce traffic, pollution and fuel consumption. Eight years later, however, it seems this hasn’t been achieved.

A study published last Friday by Air Analysis Laboratory of the National University (UNA) indicates that contamination rates grow between 11 and 15%.

In 2014, two deputies filed an appeal before the Constitutional Court against the restriction, saying it violates the freedom of movement and has not yielded the expected results.

The appeal was rejected, and according to Mario Calderón, director of the Traffic Police, the results are not as expected because the drivers do not respect the ban.

From January to June, 2016, 5,470 drivers were fined for failing to comply with the restriction.
