Law require 63 new mandates without state funding

Chart shows number of unfunded mandates per year


Legislation enacted between 2011 and 2013, created a total of 63 new public services, but failed to allocate any resources. A total of 108 new mandates were created during the same period, and of these 28 were allocated resources. Of these 17 were not funded adequately. Experts say that creating unfunded mandates contributes to government deficits and makes it difficult to predict future costs.
