Legislators approved on first reading a bill that recognizes the property rights of people living in territories within the boundaries of the Gandoca-Manzanillo biological reserve. The bill redefines the boundary of the refuge around villages that have existed prior to the creation of the refuge. It also allows them to maintain their homes and businesses in the otherwise excluded shoreline zone.

Congressman Walter Cespedes, one of the promoters of the bill, said that the residents have lived in the area for over 100 years and do not have to lose their homes.
