Legislators reach agreement on animal welfare bill

Legislators from several political parties reached an agreement on the text replacing the bill that seeks to punish animal abuse with jail.

The agreement was signed by MPs Juan Marín and Ronny Monge, from the National Liberation Party (PLN), Marcela Guerrero from the Citizen Action Party (PAC), Ligia Fallas from Frente Amplio and Otto Guevara from the Libertarian Movement.

The new definitions for domesticated and domesticated animals are as follows:

pets will be understood as all those animals that coexist with the human being due to their evolutionary characteristics and behavior. Domesticated animals will be understood as any animal that has changed its wild condition through the effort of the human being.”

Marín explained that the text excludes wild animals outside protected areas and those for breeding and transport.

Animals for public and private shows will be regulated by means of the current legislation.

As part of the agreement, the motions will be withdrawn and the project will not be sent to the Constitutional Court for consultation.

This initiative is second in the agenda, since the draft law of water resource management, which also entered by popular initiative, is the first item.
