PUSC won’t suppor the project for same-sex civil unions

The head of the legislative section of the Christian Social Unity Party (PUSC), María Inés Solís, gave up on the bill to regulate same-sex civil unions and avoid same-sex marriage.

The legislator confirmed on Tuesday that she will not present the initiative because it has no political viability. She also acknowledged that her colleagues Erwen Masís, Aracelly Salas, and Pablo Heriberto Abarca do not support the initiative.

The decision was made after the refusal of the parliamentary fraction of the National Restoration Party (PRN) to sign the bill.

Legislator Dragos Dolanescu, from the Christian Social Republican Party (PRSC) and one of the proponents of the proposal, acknowledged that the intention of the group of legislators in favor of the proposal was to have the support of at least seven parties, including the PRN.

The movement that drives the project – as the same sources admitted – did not expect the entire PRN bench to refuse to give their signatures.

The initiative -which has so far 26 signatures- aims to only allow civil unions between people of the same sex to prevent the entry into force of gay marriage.

In January 2018, the Inter-American Court of Human Rights decided that the Costa Rican State is obligated to guarantee same-sex couples all the rights established in national legislation, including marriage, without any discrimination.

Months later, in August, the Constitutional Chamber concluded that subsection 6 of article 14 of the Family Code a rule that prohibits same-sex marriage- is unconstitutional and gave the Legislative Assembly a period of 18 months to adapt the legislation.
