SUTEL new policy is in force

The Superintendence of Telecommunications (SUTEL) defends its policy of “fair use of the internet”, despite criticism and warnings by the Ombudsman.

This regulation, which applies to ICE-Kölbi customers from March 1st and which already applies to Movistar and Claro users, states that when consuming the total contracted data, the navigation speed is kept to 128 kilobytes per second (kbps).

The Ombudsman’s Office strongly criticized the decision. He even asked to suspend it immediately, but SUTEL insists on maintaining it.

According to the Ombudsman’s Office, 128 kbps are not enough to correctly navigate the Internet and it would be a violation of the human right to access the internet.

Despite this criticism, the measure has been used by other mobile operators since 2014. The Ombudsman said that he had not noticed this and that no one had denounced it.

SUTEL justifies this policy by stating that it does so to avoid congestion in mobile networks.
