The Constitutional Chamber accepted two appeals against the Internet Fair Use Policy

The Constitutional Chamber processed two appeals filed against the Internet Fair Use Policy, which was approved by the Superintendence of Telecommunications (SUTEL) in 2014.

Both appeals request that Carlos Manuel Obregón, executive president of the Costa Rican Electricity Institute (ICE), and the Board of Directors of SUTEL provide information on this decision.

In addition, they request that this measure is permanently or temporarily suspended: both appeals state that when users consume the total amount of their Internet data, the browsing speed is reduced to 128 kilobytes per second (kbps), which is the minimum.

Both appeals were placed by private citizens surnamed Sibaja Miranda and Padilla Amador.

In addition, legislator Mario Redondo filed a third complaint against the same policy.

Magistrates have 3 days to answer the allegations and analyze the documents.

This policy was accepted by private companies since SUTEL approved it, and ICE – Kölbi started implementing it on March 1st.
