The Internet Fair Use Policy and its new change

A month ago, the Costa Rican Electricity Institute (ICE) started applying the Internet Fair Use Policy.

This states that when customers spend their contract data package, they will have to surf the Internet at the minimum speed, even if the month is not over.

Initially the minimum speed was 128 kilobytes per second (kbps), but it will now be 256 kbps.

Edgardo Ramos, a computer scientist at the National University (UNA), explained that this increase in speed is a “palliative” change because, although an improvement can be perceived, the speed is still poor.

Currently, the Constitutional Chamber is considering 3 appeals against this policy, because, according to the appellants, it would be violating some of the consumers’ rights.
