Treasury to place bonds through the Central Bank platform

The Ministry of Finance informed that starting on November 9th, access to the Standardized Securities Window service will be enabled through the Central Directo website, as a mechanism for the direct placement of securities (bonds) issued by the Ministry of Finance.

According to the entity, this placement mechanism was enabled in accordance with article 42 of the Public Offer Regulation.

This new channel complements what was indicated in the Relevant Fact notice of September 29th, 2016, in which the Ministry of Finance reported on the teller service through the National System of Electronic Payments (Sinpe).

Now, the aforementioned placement mechanism has two access channels:

-VVE Service -SINPE: directed and used by all the SINPE user entities.
-VVE-Central Direct Service: directed and used by the following sectors:
Cooperatives and Solidarity Associations.
Non-banking public sector (excluding entities within the STAP).
Investment Fund Management Companies.

Direct placement operations (windows) will be announced by the Ministry of Finance through a Relevant Fact notice, in which the issuances and the conditions of the placement will be defined.

The emissions of the Ministry of Finance that are placed through the service of teller windows have the following characteristics:
Standardized and registered in the SUGEVAL RNVI.
Subject to valuation of suppliers of existing prices in the country.
Negotiable in the secondary market, through the National Stock Exchange.
Registered in the Account Entry System (SAC).
