“Everything points at fraud,” says minister on failed trip to Mexico

Hiding, not answering calls, not canceling the charter flight and not having made a reservation in Mexican hotels indicate that more than 200 Costa Ricans could have been victims of fraud by the travel agency Continental Travel.
