“Gavilanes” keep striking

Despite all the information constantly provided, we still meet people who have been deceived by scammers known as ‘Gavilanes’ (hawks),”

said Hugo Jiménez, director of Road Education, noting that there are unscrupulous people who take advantage of users by offering them driving licenses for large amounts of money.

The official added that no procedure related to the driver’s license can be done outside the institution.

It is impossible for a user to obtain their license without performing the practical and theoretical tests of the accreditation process… The driver’s license has about 25 safety filters that allow a traffic officer to easily identify a false document…”

added Jiménez.

The official said he even receives reports from people who offer high school diplomas or licenses through Facebook. Every complaint is referred to the Judicial Investigation Organization (OIJ).

The director also explained that there are cases of people who pay up to ₡ 10,000 for a third party to enroll them, even though the process is completely free through the website of the Council of Road Safety (COSEVI).

Since 2015, access to the system has been limited to 1 appointment per IP address, to avoid having a large number of appointments made from the same device.
